Microsoft meters agent events and publishes a tariff for each one, with worked examples. Few vendors in this index go that far.

One interaction fires several meters together. Microsoft's own example bills a grounded reply at 12 credits, 10 for grounding plus 2 for the generative answer. Its support-agent example runs 7,200 credits a day, which is $72.00 on pay-as-you-go and burns a 25,000-credit pack in under four days.
Tokens only enter through the premium AI tools line, when an agent uses a reasoning model. Everything else prices the event, so forecasting turns on traffic volume rather than prompt length.
How Copilot Credits work
Credits pool at the tenant, not the seat. Each prepaid pack grants 25,000 credits a month, packs stack, and admins allocate slices of the pool to individual environments. Unused credits don't roll over, and they reset each billing period.
Deduction order is published: prepaid capacity first, from packs or the one-year pre-purchase plan, then pay-as-you-go. Tenants get up to 10 credit policies, each scoped to a security group, so finance can cap one department without touching another.
The spending controls go further than most. Admins set a monthly ceiling per policy and a second one per user, set alert thresholds as a credit count or a percentage, route credit requests through a custom approval flow, and read consumption by policy, group, user, agent and funding source.
What happens when you hit the limit
Three different things happen, depending on how billing was configured.
With pay-as-you-go attached, usage past your prepaid credits bills to the linked Azure subscription at $0.01 a credit and nothing interrupts. With a standalone credit policy and no Azure subscription, Copilot Chat stops for that policy's users until credits replenish next month.
Copilot Studio adds a third behaviour. Microsoft tolerates overage as a grace period, then enforces at 125% of prepaid capacity by disabling custom agents, and users get "This agent is currently unavailable." Agent flows block new runs at 100% while the parent agent keeps answering.
